The Virginia Regulatory Townhall

The Virginia Department of Planning & Budget has designed a website known as the "Regulatory Town Hall" for anyone interested in the promulgation of regulations or the meetings of regulatory boards. It is a comprehensive source of information about regulatory actions and proceedings in Virginia. The Regulatory Town Hall allows one to find regulations and track proposed changes, as well as to submit online comments about regulatory changes.

1. Go to www.townhall.virginia.gov
   
   
2. Click on “Enter Townhall.”
   
   
3. Click on “Secretariat” in blue field on left side of screen.
   
   
4. Scroll down to “Transportation” and click.
   
   
5. Scroll down to “Towing & Recovery Operators, Board” and click.
   
   
6. This will display a page entitled “Boards.”
   
   
7. Scroll down to “Board for Towing & Recovery Operators” and click.
   
   
8. This will bring up a page entitled “List Regulations.” On this page you can access information pertaining to regulatory actions of the Board. There are various prompts that are linked to specific information.
   
   
   • By clicking on Guidance Documents you will be taken to a page entitled “List Guidance Documents.” Currently this Board does not have guidance documents as such the page indicates that there are “No guidance documents.”
     
     
   • By clicking on "Meetings scheduled for this board" you will be taken to a page entitled “Meetings and Public Hearings.” On this page you will see any meeting or public hearing scheduled for this Board.
     
     
   • By clicking on Past meetings and minutes you will be taken to a page entitled “Past Meetings and Public Hearings.” On this page you will be able to view meeting information from previous Board or Committee meetings as well as public hearing. Additionally, you will be able to access draft or final minutes of recent these meetings.
     

9. Also on the “List of Regulations” page you can also access each set of regulations (Chapter) promulgated by the Board by clicking on the appropriate VAC number. For example, by clicking on 24 VAC 27-10, you will bring up a page entitled “Regulation Information” containing information on the Boards’ Public Participation Guidelines. By clicking on 24 VAC 27-30, you will bring up a page entitled “Regulation Information” containing information on the Boards’ Regulations Governing the Practice of Towing and Recovery Operators. Likewise, by clicking on 24 VAC 27-50, you will bring up a page entitled “Regulation Information” containing information on the Boards’ Regulations Governing Public Safety Towing and Recovery.

If you register as a Public User of the Townhall:
You can sign up for email notifications whenever a proposed regulatory action is open for public comment, and you can submit public comment on a regulatory action on-line through Townhall.
